I intended to end this discussion on previous article in this series. But, I got serious reaction from my readers and visitors. My fault. I wasn’t able to make my point clear or you can say I tried to end it premature. I apologize. So, I thought, what the heck. Add one or two articles more to this discussion. So, here is what I meant to say:
In the beginning, everyone lived a totally individual life. Man would grab any female or another male and have sex with him or her. Kids born with these encounters were left on women to take care of them. Gradually men and women realize that it was not fair. Man should share the responsibility, too. In addition to that it would was perceived, if men and women shared the responsibility, it would guarantee a better upbringing for kids. Also, with economic and social evolution and growth, the sense of mine and thine evolved. That lead to the view that this woman is mine and / or this man is mine and / or this kid is mine. Another realization grew over time was, if sexual partners and kids become a permanent part of greater schema, they could help better in holding and growing the wealth. So, came the institution of family. Family was an economic institution before it became a social or religious institution. When the wealth of some powerful men grew even more they realized that even the immediate family is not enough for the maintenance and growth of their wealth. So, they moved on to the idea of extended family. This then lead to clans and tribes, then villages, to towns, to cities, to states and countries.
It was, also, realized during the process that running these entities is full time job and costs money. So, came the concept of taxation. People running the tribes, cities and countries became entitled to collect small amounts of goods and produce, mainly crops earlier, and money, later, to pay for their own lively hood and expenses of governing and managing. People in power have frequently abused their power to gather taxes and chiefs, mayors, governors, lords and kings gathered staggering amounts of wealth, in many cases. It has always been an ongoing discussion, in every society and country, everywhere in the world, among people, scholars, academicians, economists and political scientists, what needs to be governed and managed, and up to what extent?

In spite of very wide and deep differences, there is generally a consensus about certain things. This consensus is based on the fact that due to extreme risks involved and / or zero or nearly zero profit potential, there are certain things in which private enterprise will never be interested. These include critically important services like defense, currency, foreign relations, law enforcement, primary and high school education, post office, infra-structure like, roads, railroads, airports, seaports, telephone, cable and high-speed lines, and some virtual concepts like, equal opportunities, freedom of speech and safety and security, among other essential services. For definition, eligibility, and government responsibility and legal purposes, the services are divided into rights and privileges. It is the responsibility of every government to make sure that every citizen is provided with his or her rights. Government is responsible to provide certain privileges, too. For example, driving licenses. There are fierce debates and arguments regarding what constitutes a right or a privilege. Many regard health care, a right, for example, while other would say that it is a privilege.
What ever government is supposed to do and not to do or it does up to which extent or doesn’t do up to a certain extent, the basic purpose of it is supposed to be public service. That is why government officials are frequently called as public servants. Idea is that they are getting paid by tax payer money to serve the public.
Ladies and gentlemen, this is how government evolved and this is the purpose of government, public service. We pay taxes, so that government may serve us. Although, for the same reason government enjoys lot of authority. But, by no means they are our bosses. As a matter of fact, we are their bosses and they are our servants. That is why, democracy is such a popular system. Because, theoretically, it keeps the ultimate power in the hands of ultimate boss, individual. Power of vote is supposed to be the ultimate power, with individuals deciding who is supposed to govern them and who is not.
Now, this is the theory, based on undeniable historical facts. But reality, as usual, is quite different from theory. What happened in practice is that with the passage of time, by using the dirty tactics and power of money and influence, a small group of population has got the real power snatched away from the hands of an individual into the hands of rich, powerful and famous.
Media has become so powerful because it enjoys the constitutionally guaranteed freedom of speech and expression, while, media was provided with this power due to the idea that an informed voter is the best voter and with all the information available through education and media, voters would be able to make the right choices.
Unfortunately, media got highly commercialized and it’s involvement in fierce rating wars has made big and powerful media outlets to abuse our inclination towards gossip and thrill. The media’s target has switched from providing honest, fair and balanced information, to gossip, thrill, ideological bickering, and sponsor and advertiser satisfaction.
