It can be found on the Skyrem box art. The symbol is unique in Skyrem and can’t be found on any other game on Steam. I also haven’t seen it in Oblivion or Morrowind. (Haven’t played those games, though)
The insignia is very prominently featured on the game and looks rather detailed, this is why I don’t think that it’s just random ornamentation to make the game look different.
